fix(act-diagram): strip non-code from source scanning and navigation

Extract stripNonCode and isSourceFile as shared utilities so scanning,
inventory, and navigation consistently skip comments, strings, and
template literals. Fixes false matches in files like sample-files.ts
where Act builder code appears inside string data. Stub require.resolve
on the sandbox require for files that reference it.
