strip common prefixes off ExternalTool archive paths (#23192)

Some tools (such as `uv`) have a platform-specific prefix
in the archive path (e.g., `uv-aarch64-apple-darwin/uv`). 
This change  makes it convenient to locate the binary
uniformly on all platforms.
