Workflow improvements:
- Add pre-flight check job to publish workflow
- Add path filters and change detection to QA and tests workflows
- Split QA checks into individual steps with continue-on-error
- Pass --config/--configPointer to markdownlint-cli2 in workflows,
  pre-commit, and package.json scripts
- Add --all-extras to uv sync in QA workflow

Agent/instruction updates:
- Refine copy-editor, regen, release, wiswa-sync, and CI skill docs
- Add changelog agent to AGENTS.md table
- Add formatting/QA/spelling rules to general instructions
- Remove C/C++ and TypeScript sections from wiswa-sync
- Update release agent to use --files-only and uv sync flow

Other updates:
- Bump markdownlint-cli2 ^0.21.0 to ^0.22.0
- Bump cz-path >=0.0.5 to >=0.0.6, pytest-cov >=7.0.0 to >=7.1.0
- Reorder README badges (move pre-commit after Stargazers)
- Add 'dorny' to dictionary
