minchoc: clean up unnecessary cast and noqa comment

Remove unnecessary cast to Field/ForeignObjectRel in views.py since
PACKAGE_FIELDS values already have the correct type. Remove the S405
noqa comment from the ElementTree TYPE_CHECKING import in utils.py.
Expand docstrings for make_entry and tag_text_or to NumPy style. Fix
stray backtick typo in a skiptoken comment.
