[pants-ng] Introduce the NG `goal` concept  (#23187)

`GoalNg` is a subtype of the OG `Goal`, but its associated
`GoalSubsystemNg` is an NG subsystem.

This class is the bridge between OG Pants and the NG 
concepts (even though "Goal" is not user-facing NG
terminology). It allows the existing `LocalPantsRunner`
to execute NG "commands" as-if they were OG "goals".

This change also introduces a couple of small but handy
classes:

- Access to passthrough CLI args (those after the `--`).
- A subsystem with configuration relating to the system
  processes run on (such as the location of `sh`).

It also registers all the ng rules so far, including some from
previous changes.
