Commit Message

Add job_id to requirement_items, use job_id in all biz lookups, regenerate TS clients

Add job_id column to requirement_items table with migration 00005.
Both requirement_item and communication biz methods now accept job_id,
look up position first, then use position_id to access associated data.
Regenerate TS clients with updated proto_path and codegen pipeline.
