Commit Message

Redesign communication to sync-based chat: SyncChat + GetChat

Replace per-event recording (6 endpoints) with full-conversation
sync (2 endpoints). SyncChat accepts all messages at once and
auto-updates position last_comm_at/last_comm_dir/last_resume.
Remove EventType enum. Add migration 00003 to restructure table.
Update admin dashboard and Vue3 frontend to use chat messages.
