Make `getProjectSystemRepo` async (#8738)

* Make getProjectSystemRepo async

Change getProjectSystemRepo from sync to async, returning
Promise<SystemRepository>. Add await at all 40 call sites across
30 files. No behavioral change — the function still returns the
global system repo internally — but the async signature prepares
for future shard resolution.
