gateway: add ETW tracing layer for Windows service mode (#398)

When the gateway runs as a Windows NT service, stderr/stdout are
unavailable.  Add a 	racing-etw subscriber layer alongside the
existing file-based fmt layer so that structured events are also
emitted to Event Tracing for Windows (ETW) under the provider name
`sonde-gateway`.

The ETW layer receives all events — ETW-side filtering (via
`logman` / `tracelog`) controls verbosity independently.  The
file layer continues to honour `RUST_LOG` as before.

Console mode is unchanged.
