fix(docker): compile translations at build time DEV-1903 (#6852)

### 💭 Notes

`compilemessages` raises `CommandError` when it finds no `locale/`
directories at all (not a settings issue — it never gets that far). The
`locale` entry in `.dockerignore` was stripping every locale directory
from the build context, so the command had nothing to compile and
errored immediately.

Removing it allows the `.po` files to be included in the image and
compiled to `.mo` at build time.
