chore: remove dead files, add Pint, run formatters

- Remove unused exception classes: InvalidArgumentException, RuntimeException
- Remove orphaned .github/stale.yml (Probot app not installed)
- Add laravel/pint with Laravel preset and composer lint script
- Run Pint across all PHP files (25 files reformatted)
- Run prettier across markdown, YAML, and JSON files
