chore: switch to coverallsapp/github-action for PR comments

Replace php-coveralls CLI with the official Coveralls GitHub Action,
which posts coverage comments on PRs via the Checks API.

- Remove php-coveralls/php-coveralls dev dependency
- Remove .coveralls.yml (no longer needed)
- Use coverallsapp/github-action@v2 in tests workflow
