chore: Update gems, remove github-pages (#6490)

This allows to use ruby 4.
We anyway build the page ourselves in build.yml and push the
rendered html pages to branch gh-pages in publish-snapshot.yml.

Note: we update from jekyl 3.10.0 to 4.4.1.
