Close validation gaps from issues #345, #346, #347, #348, #356:

- T-P019a/b/c: frame decode error paths (>250 bytes, invalid CBOR, type mismatch)
- T-P033–T-P035: round-trip tests for `ProgramAck`, `RunEphemeral`, `Reboot`
- T-P036–T-P039: missing-field detection, unknown keys, nested CBOR, large u64
- T-P047–T-P049: empty bytecode, minimal-length encoding, malformed CBOR
- T-P054–T-P055: `get_chunk` with zero size, `chunk_count` overflow
- T-P063–T-P066: direction-bit rejection, nonce echo, sequence ordering, constant-time HMAC

Updates total test count from 41 to 60.
