Report problems when writing files and scripts (#3301)

## Problem

When something goes wrong when retrieving/writing files or scripts,
Agama just fails. For instance, if you are loading the configuration and
a script is not accessible, Agama just stops the `SetConfig` action.
Nothing is reported.


## Solution

Notify the user when it happens and offer a way to "retry" the
operation.

## Testing

- Tested manually
