More work on the Geometry Pass for Forward+ Renderer

Additionally - small fixes in `RenderTexture` - I was incorrectly resolving mip levels. Those shouldn't be taken from the `resourceDescription` that was used to create description, but from the resource itself - the reason - if you set MipLevels = 0 GPU will automatically set a number of mip levels based on the resource size.
A dispose was also fixed to correctly dispose only allocated render target views, not the whole array of partially uninitialized render target views.

Width and Height value structs got overloads for greater and lesser operators, as well as a Max functions.

The GPass is now initialized in the Rendering Engine.
