feat: correct the naming from SMELT incidents to IBS incidents

SMELT is a maintenance coordination platform which by now also processes
gitea PR based maintenance updates hence we should not refer to IBS
based maintenance updates with type "smelt" but refer to the source
"ibs".

While the internal "type" is renamed to `ibs` to reflect the source of
the maintenance update, the external platform used for coordination is
still SMELT. Therefore, user-facing links to the SMELT platform will
retain their "SMELT" labeling.

This commit updates the codebase to use "ibs" as the internal identifier
for maintenance incidents formerly referred to as "smelt". Also updates
UI labels to use "IBS" when referring to the incident type, but
keeping "SMELT" when referring to the platform links.
