inhibitor: don't warn if there are no inhibitors

I have a lot of this log line in my logs:

    $ grep -c "No inhibit" ~/.local/share/qtile/qtile.log
    85

presumably because I don't have any inhibitors configured. Let's not log a
warning in this case.
