ci: Replace PAT_TOKEN with GitHub App token for signed commits

Switch verify-requirements and update-screenshots jobs from personal
access token to GitHub App installation token via
actions/create-github-app-token@v2. App tokens produce commits signed
by GitHub, satisfying branch protection signature requirements.

Requires APP_ID and APP_PRIVATE_KEY secrets from a GitHub App with
Contents (read/write) and Pull Requests (read/write) permissions.
