fix(ci): Use GitHub API for signed commits in automation jobs

The Verify Requirements and Update Screenshots jobs created unsigned
commits via git CLI, which fails branch protection requiring signed
commits. Switch to GitHub Contents API which produces commits signed
by GitHub automatically.
