Slight refactoring and documentation of compression (#739)

* Slight refactoring of compression and its default behaviour, setting compression level 0 will no longer cause the dropping of the compression

* Add documentation about compression

* Proof-reading

* implement review suggestions

* remove spurious linebreak

* bundling all compression and chunking related code into chunk.py, adding list of filters

* adding tests associated with removal of required filtr keyword strength and new optional keyword filter

* further test

* fix whitespace

* spellcheck

* remove unnecessary whitespace
