fix: Avoid probing storage while formatting DASD (#3277)

### Problem

Storage system cannot be probed meanwhile DASD is formatting. Othewise
there will be probing errors (e.g., trying to read a file system that is
being deleted).

### Solution

* Probe storage if needed before configuring DASD. This fixes the issue
with auto-installation (bsc#1259354).
* The D-Bus service reports an error if a probing is requested and DASD
formatting is not finished yet.

In next iterations we need to properly inform the user if a requested
action failed. If DASD is formatting, the possible failing actions are:

* Storage activation.
* Storage probing.
* Change storage locale.
