ci: switch to gh cli for issue creation on test failure

**Changed:**

- Replaced the use of nashmaniac/create-issue-action with direct gh CLI commands for failure reporting in baseline.yaml and srp.yaml workflows, improving maintainability and reducing external dependencies
- Set GH_TOKEN environment variable for authentication with gh CLI in both workflows
- Added chromedp.NoSandbox option to Chrome options in caldera.go to improve browser automation reliability
