fix: improve caldera container readiness check in github workflows

**Changed:**

- Updated container wait logic to use curl with --fail and --output /dev/null for more reliable readiness detection in baseline.yaml and srp.yaml workflows
- Reduced wait interval from 60s to 15s and added elapsed time output for better feedback during waiting period in baseline.yaml
- Ensured both workflows have consistent and robust timeout handling for CALDERA startup
