fix(act): advance correlation checkpoint after subscribe succeeds

The checkpoint was advanced before subscribe(), so if subscribe
failed (network error, DB timeout), those events would be
permanently skipped on the next correlate() call. Now the
checkpoint only advances after subscribe succeeds, or when
there are no streams to subscribe.
