ci: Add FORCE_JAVASCRIPT_ACTIONS_TO_NODE24 to all workflows

Added FORCE_JAVASCRIPT_ACTIONS_TO_NODE24: true environment variable
to all GitHub Actions workflows to opt into Node.js 24 early.

This resolves the Node.js 20 deprecation warnings by forcing
all JavaScript actions to use Node.js 24 immediately instead
of waiting until June 2026.

Affected workflows: 80+ files
