Fix the nightly build (#4088)

* Fix the nightly build

The nightly build is failing after changing the Makefile to run the
"generate" target before running the "build-operator" and
"build-webhook" targets.

This PR reverts these change, and also reverts the installation of
jq in the build images, as it is not needed now.

* Fix auto-generated v1-api document

The description of the featureGate field is too large for a table. This
PR take it out to a new table.
