Replace REST search with GraphQL to fix rate limits

The REST search/issues endpoint has a 30 req/min limit which
the standup script exceeded with ~96 calls across repo batches.
Switch to a single GraphQL search() call per query, eliminating
batching entirely. Add retry with exponential backoff on 403.

Also add dry_run workflow input so the workflow can be tested
without creating a Discussion.
