test: add unit tests for RuntimeStatus condition in TrainJobReconciler

Verify that:
- reconcileObjects failure sets RuntimeStatus condition with
  Status=False and Reason=BackedOff
- RuntimeStatus condition is cleared on next successful reconcile
- successful reconcile sets no RuntimeStatus condition
