Fix thumbnail not reflecting rotation for IIIF-backed pages (#5344)

* Initial plan

* Fix thumbnail not rotating when page images are rotated in settings

- Modify Page#thumbnail_url to use local thumbnail when base_image is present
  for sc_canvas pages (instead of always returning the IIIF canvas URL)
- Update display, elastic, and notes views to use page.thumbnail_url
  instead of page.sc_canvas.thumbnail_url directly
- Add tests for new thumbnail_url behavior for sc_canvas pages
