fix(act-sse): inline fast-json-patch to avoid CJS/ESM interop issues

fast-json-patch is CJS-only. Node.js ESM cannot do named imports from
CJS modules, causing runtime SyntaxError. Adding noExternal in tsup
fully inlines the dependency, eliminating the interop issue for all
consumers. Also removes a skipped test in act/ports.
