feat(cli): add --path flag to root command (TUI)

The root command (interactive TUI) now accepts --path to specify the
inGitDB directory, consistent with all other subcommands.

Extracted ResolveDBPathArgs from resolveDBPath so the flag value
(already read by the caller) can be resolved without a cobra.Command.
