feat: support custom resources and bandwidth limits for VpcEgressGateway (#6407)

- Add resources and bandwidth fields to VpcEgressGateway CRD/spec, allowing users to customize container resources and bandwidth limits
- Controller supports setting container resources and bandwidth annotations based on CRD config, with improved default logic
- Complete BandwidthLimit struct and deepcopy methods
- Fix BFD config parameter passing logic
- Update CRD files and install scripts to sync schema
