feat(truncate): implement truncate command to remove all records from collection

Implement the truncate command which deletes all record files from a specified
collection while preserving the collection definition. Supports both SingleRecord
and MapOfRecords collection types. Includes comprehensive tests covering success
cases, error handling, and preservation of schema definitions.
