Fix USPS shippedAt/deliveredAt using top-level statusCategory fallback

The USPS v3r2 JSON API returns statusCategory at the top level only,
not on individual trackingEvents. Add fallback that checks top-level
statusCategory when per-event values are missing. Also add 'On the Way'
to SHIPPED_STATUS_CATEGORIES to match actual API values.

Fixes fulfillment-service#821
