feat(quire): add quire_traits<T> trait system for generalized quire sizing (#550)

* feat(quire): add quire_traits<T> trait system for generalized quire sizing

Define compile-time traits that provide quire accumulator sizing constants
for each number type: posit, cfloat, fixpnt, lns, and dbns. This is the
foundation for generalizing the quire/FDP beyond posit-only usage.

Each specialization provides: range, half_range, radix_point, upper_range,
capacity, fbits, product_fbits, and qbits.

Also adds operand_is_nar to the shared quire exception hierarchy, replacing
the posit-specific posit_operand_is_nar throw in the posit quire, reducing
coupling between the quire and posit exception systems.

Relates to #345, resolves #545
