Fix index update for gfz and celestrak 3h indices

Newer `pandas` (>= v3) uses copy-on-write when indexing data frames and
series. This basically disables the inline index update to convert from
the daily to the 3h time index. Uses a plain dictionary to fill the
individual 3h indices with "plain" series, so that updating the time
index works again. The approach is also a bit cleaner than re-indexing
from the same dataframe.
