[sidecar] newBlockDelivery and newBlockQuery accept blockStore (#416)

#### Type of change

- Improvement (improvement to code, performance, etc)
 
#### Description

- Align `newBlockDelivery()` and `newBlockQuery()` to accept only
`blockStore`. There is no need for `channelID` as it is included in
`blockStore`.
