* fix: remove parasitic files, fix __all__ and test placement

- Remove uv.lock (not tracked on main)
- Remove PR_DESCRIPTION.md and REVIEW_REPORT.md (Jules artifacts)
- Remove private _parse_collector_errors from __all__
- Move test_build_test_report_helper to dedicated TestBuildTestReport class
