fix(runner): _find_venv walks through intermediate dirs without pyproject.toml [AXM-300]

Replace pyproject.toml gate in _find_venv() with bounded depth
walk-up (itertools.islice, max 5 levels). The old stop condition
broke UV workspace packages/ layouts where the intermediate
grouping directory has no pyproject.toml.

Adds 4 regression tests:
- test_find_venv_packages_layout (core fix)
- test_find_venv_flat_workspace (no regression)
- test_find_venv_bounded_depth (safety bound)
- test_workspace_packages_member_uses_uv_run (integration)
