[proto] add RejectedTxIds to NotificationResponse

Add a new RejectedTxIds message and field to NotificationResponse
to allow the notifier to report rejected transaction IDs with a reason
(e.g., resource exhausted, request too large). This enables graceful
rejection without terminating the stream.
