Improve the checkbox component and config module integration (#2682)

This PR primarily improves the checkbox component by moving away from Sass variables to CSS variables and config module integration. This allows for better customization options of the checkbox component as well as output control via the config module. Documentation has also been updated to reflect these changes.

**Additional changes**

- `core` - New svg library function has been added to help manage the data of svg icons and their use in the checkbox component.
- `core` - Renamed `form-control-font-size` to just `form-control-size` since setting the font size in most form control elements effectively adjusts the size of the entire thing.
- `core` Renamed the previously `form-control-size` to `form-control-size-calc` to better describe what the variable does. This var is should not typically be changed as it's a calculation of a combination of other properties.
- `core` Refactored the `form-control-size` mixin to no longer accept a component argument.
