mypy: Fix various typing issues and update migration tests

This commit addresses several mypy errors and improves type safety:
- Fix potential None attribute access in `libqtile/utils.py` by checking if `bus._sock` is not None.
- Add `TYPE_CHECKING` guards and necessary imports to `libqtile/resources/sleep.py`.
- Update tests in `libqtile/scripts/migrations/rename_unspecified.py` to use `TYPE_CHECKING` guards, ensuring that the migration logic correctly handles code that uses these type-only markers.
