chore(daemon): remove 11 dead manager methods and their unit tests

GoalManager: completeGoal, archiveGoal, unlinkTaskFromGoal, getActiveCount
TaskManager: getPendingCount, getActiveCount, getActiveTasks, getNextPendingTask
RoomManager: addAllowedPath, removeAllowedPath, unassignSession

None had production callers — paths/sessions are managed via bulk room.update
and the per-field RPC handlers that called these were already removed.
