feat(config): improve assembly loading robustness

Enhances safety, clarity, and reliability of assembly loading in CanisterConfiguration.

- Adds explicit discards for ignored return values to clarify intent
- Uses nullable reference types and null checks in foreach loops
- Initializes assembly path set only with valid, non-empty locations
- Adds fallback to base directory and loads all AppDomain assemblies if no valid paths found
- Improves logging for directory scanning and assembly loading
- Cleans up code style and removes unnecessary code
