fix(provisioner): wait for all Calico CRDs before applying custom-resources

Calico v3.30.2 custom-resources.yaml includes Goldmane (flow aggregator)
and Whisker (observability UI) resources whose CRDs are registered
asynchronously by the Tigera operator. The templates only waited for the
installations.operator.tigera.io CRD before applying custom-resources,
causing "no matches for kind" errors for the new resource types.

Wait for apiservers, goldmanes, and whiskers CRDs in addition to
installations before applying custom-resources.yaml. Use a non-fatal
fallback for CRDs that may not exist in older Calico versions.

Fixes the RPM Rocky 9 Cluster e2e test failure.
