fix(ci): add GITHUB_TOKEN to git-cliff release action

The v4.4.1 release failed because cliff.toml defines [remote.github]
and the template references commit.remote.pr_number/username, but
GITHUB_TOKEN was not passed to the git-cliff-action. Without auth,
GitHub API calls return HTML instead of JSON, causing generation to
fail.

Also updates CLAUDE.md with current number systems, build defaults,
and removes stale branch reference.
