Adopting new issue/specification workflow for documentation (#15)

* Adding issue to focus on markdown schema

* Added schema for markdown-schema parser logic

Drop the issue- prefix so branch names follow the
issue/<filename> pattern without redundancy.

* Add markdown parser specification

Extract subsystem-level technical reference from PROJECT.md and
the parser-robustness issue into a dedicated specification file
covering contracts, file layout, sanitize chain, and design
decisions.

* Add linter specification

Extract linter subsystem technical reference from PROJECT.md into
a dedicated specification file covering the engine API, rule
discovery, rule module convention, config helpers, and file layout.

* Add markdown schema validator specification

Extract technical reference from the markdown-schema-validation
issue into a dedicated specification file covering the schema
format, validation algorithm, error types, and design decisions.

* Restructure PROJECT.md to match template

Reformat overview with structured subheadings, replace Design
Intent with Architecture section, trim project structure to
directory level, remove Code Conventions (moved to specs) and
TODO section (migrated to draft issues).

* Create draft issues from PROJECT.md TODO items

Migrate all unchecked TODO items into individual draft issue files
using the issue template. Completed items dropped.

* Update AGENTS.md to reference specifications directory
