ci: use mock SDK for 9/14 online test modules

Enable NEOKAI_AGENT_SDK_MOCK for infrastructure/plumbing modules that
don't need real AI responses: components, coordinator, features, git,
lifecycle, mcp, rpc, sdk, websocket.

Modules still using real API: agent (context-command needs /context
format), convo (timing-sensitive state checks), providers (real model
listing), rewind (selective-rewind needs SDK session), room (AI
planning/execution).

Mock is set only in CI YAML — tests remain runnable with real API
locally by omitting the env var.
