core/databroker: support loading configuration of individual entities (#6113)

## Summary
Support loading of individual configuration entities. This works by
converting them into a configuration bundle and then loading them just
like the existing configuration loading code.

A syncer for each entity type is started and once all 4 syncers have
sync'd once we create a snapshot of the config. The snapshot processes
entities following cross-references and embedding key pairs / policies.
